how do you increase glitter of rhinestone jewelry?

Clean them with a jewelry cleaner or use Windex and buff them to a shine. You might need to soak them for a while if they have a lot of dirt on them. You could ruin them if you spray them with laquer and it dries with air bubbles or you apply the spray too thick.
